Abstract
Protection of basic human rights is now recognised as a primary obligation of every society whatever its political ideology or level of development. Since World War II, there has been universal acceptance of minimum human rights standards usually protected by the Constitution and the laws of various countries. People have become increasingly aware of their rights and obligations vis-à-vis the state and centres of power (Menon: 1990).
