Abstract

Bangladesh is a river basin country. There are about 230 small and big rivers in the country. In the rainy season, these rivers become full to the brim. As a result, rivers cannot bear the strong flow of water. This also causes diluvion. On the other hand, the rivers carry a lot of sediment. Only twenty five percent of this sediment flows to the sea. This silt has created a high layer in the river bed which creates alluvion. As per law landowners who become landless due to erosion should own newly emerged or re-appeared lands in the river in his area. But once lands emerge, local influential grab the lands by any means. The land grabber first prepares fake deeds in connivance with a section of dishonest land administration employees and then capture newly emerged lands of poor and marginal farmers with the help of muscle power. It is difficult to take back the grabbed lands from the influential people because we have no idea on laws related to alluvion and diluvion of land. Local land officers in the respective areas do not survey and submit report after land alluvion and diluvion.
